After I use play games in windows and return to windows after Im done playing, the computer becomes very very slow when I open windows or other programs (like browsers and photo editors). The options menu (file ,edit ,view, etc') og the program appear very slowly each option appears after the othe option in slow motion. After they all appeared they vanish and start appearing one at a time again. This happens about 4 or 5 times before the program become usable. It is very very annoying. If I open a browser it happens everytime I load a new page.
As I said it only happens after I played games in windows. If I reboot the problem disappears until I play a game again.
I presume the problem is in my windows 98 and that is not a hardware problem. The computer is new and has 128 MB of RAM so I presume that I dint get ran out of RAM. If I use other RAM based program photoshop the computer does everything quickly. Games are the problem.

It sounds to me like the games are using up memory and not release it. I would try this, after playing your games, reboot your PC and then use you other apps. I bet you this would work.
In Win95 they had a "resource meter" program that would display on the taskbar. I sure Win98 has the same thing. Load it and then watch it as you play games and see if your resurces are being released.

Save rebooting your computer and get a memory management utility. Goto
http://www.analogx.com
goto download system and look for MaxMem.
Download (200k) and install. Run this program and when u finish playing games right click on the icon by the clock and click aggresive. This will free up 70% of your memory.

Uselessness alert....
Those mem managers are CRAP...none of em work on system or gdi resources...which are the heart of your problems. check any of them closely....none will claim to cause they can't.
Those areas are quite small and when a program doesn't remove itself from those areas...that mem manager won't do a thing

Yup. Those memory managers ARE crap. In fact most slow you down. They operate by tricking your system to think ram is full and its starts caching stuff to virtual memory on your hard disk. Then it free up space in RAM, but all the Paging slow your system down.
Your problem is as stated previously.. your poorly written games arent releasing memory after your close them.

You might have problems with your processor temperature level getting to hot. This usually slows the systems performance after periods of use.

I found a little line you can run that will free up memory - seems to do the same job the programs such as freemem, etc do except you do it manually.
open notepad type 'FreeMem = Space(64000000)' without the quotes - the number = 64MB, you can type whatever you want freed here. save this as freemem.vbs in the windows dir and then send it to your desktop as a shortcut. then when you want to free up mem just double click it.
