Compac will not sleep

I am working on a Compac 5000 series, win98. The hd will not go to sleep. I have checked the powersaver at startup, advanced power supply and power supply in control panel, and settings on desk top. All read enabled or set to a specific time. I shut off all screen savers and tsr programs. Moniter sleeps ok but hd will not. Any suggestions are welcome.

when you perform sleep mode, you are not cutting total power off from pc.

the proper way to shut down a pc is

start- shutdown- shutdown
and in control panel, power management, enable apm
