You can go into the Windows\System\ folder and change the extension on the timedate.cpl
Any file with the CPL ext. is in the Control Panel, and if you change the ext, it will no longer be available. The clock will still work, but they wont be able to change the time.So is this computer on a network and being used for timekeeping & payroll. If so, this is what I had to do because people would show up late, change the time on the computer to reflect when they were supposed to be here and then they would clock-in.
One more thing, I have 3 system actually that I did this to, and on one of them, the clock started to run slow after disabling the control panel. So I wrote a quick little program, a clock, that is set to sync its time with my server every 10 minutes. The clock is always on top, but the syncing is done in the background.
I suggest changing the ext yourself instead of using TweakUi. Because anybody can get into tweakui to change things back, but if you change the ext yourself or rename the file altogether you will be the only one who knows what the file is now called, and only you can rename it back to what it is supposed to be.
