clibase.dll file missing at startup

We have a PC that when you start up you will always get an error that says "Clibase.dll file is missing or corrupt." We did a search on the HDD and found no such file. We also did some searches and it seems to have something to do with a client of some sort - Novell or Microsoft - i have no idea.
We are not using Novell but we are using Microsoft Networking here. Any ideas - i would just get the file off of the Win 98 CD if possible - but i don't know where the file should go.
