I'm using multiple Dell Optiplex computers running Win98. We'd like to change the boot order on these computers without having to actually visit each workstation, does anyone know of any program that on execution will change boot order of the computer devices, (Floppy, Hardisk, CD etc)or at least a program that the users at the workstation could run to change the boot order as opposed to giving them the BIOS password.

Don't know of any prog that will do as you are asking, but I can offer the following.
I set my boot order in the following sequence.. floppy then CD then HDD. That way, normal OS boot is obtained when neither a bootable floppy nor a bootable CD is inserted, but inserting one or the other will result in booting from that source.
This way, I never need to change the boot order in BIOS and can still have the choice of booting from any of the three sources.

I don't know of any program that will do that, but there are programs available to alter the cmos settings. A search for a cmos altering program and some investigation into what to alter to change the boot order might be fruitful. Try the programming forum.
