Is it possible to change the user name or any information in the "General Tab" in Device Manager. For example the user name if someone has listed a maiden name and wants to change the name to his/her married name?

Right click on network neighborhood/properties/identification tab. You can change it to anything you like there. It will require a restart.

I don't know about the above suggestions but ... You can start up RegEdit and go to:
Hkey_Local_Machine
Software
Microsoft
Windows
CurrentVersion
In the right panel RegisteredOwner

The Maiden name is also likely to be found elsewhere on the computer. Go back into regedit>edit>find. Type in "Smith">find next. Change (modify) any entries to "Jones". Click edit>find next. Continue til you get the message that it has finished searching the registry.

Creating a backup of the registry is always a good idea, before modifying anything in it.
