CD-ROM not in device manager

Hi, When my brother boots his computer, it shows the Toshiba cd-rom, but when he gets to windows, it isn't there. He went to device manager and the cd-rom isn't there, so he can't try removing and restarting to see if it will install. Any suggestions. Thanks.
windows 98 should automatically detect it, but if it dont email me and ill send u a ATAPI driver for the cdrom to see if that works.

Upon startup the BIOS scans for IDE devices and reports any drives found, so the CD-ROM is recognized by the BIOS. Within the BIOS check the following: Plug & play OS = yes, and secondary IDE channel = enabled, assuming the CD-ROM is using that channel.

You should provide more info on the system.
Computer, speed, win version etc. You could try Windows System File checker to see if you have any corrupt files. From start choose run, then type sfc.

External CDROMs connected via SCSI do not show in device mgr unless they are turned on before pc is powered on. No mention here whether this is external or internal.
