CD-ROM driver cannot read long file name

I use LITEON CD-ROM LTN382 (40x). I tried to install Visual C but it's error..
Setup has detected that your CD-ROM driver cannot read long filenames from the CD-ROM. Setup will not be able to install this product from the CD. Please consult the Readme for details concerning this problem.
In readme file. It says to install visual c++ 5.0 under window 95,you must be running a protected mode CD-ROM driver. I use window 98. Could you please advise how to do.

Look in control pannel, system, performance tab. Is any file systems using dos compatibility mode? Look in device manager. is there a cd rom listed? Check the root directory for config.system. Is it loading dos drivers for the ide controler and another one for decting the cdrom? does autoexec.bat load mscdex.exe? Then you are using real mode, not protected mode drivers.

When ever I try to burn a cd to cd, my cd rom has to test the cd first. The problem is that every cd that a try to burn wont work. I run a test first to see if it will work but I never get through to the end of the disk before it comes up saying unable to copy. Is is because my cd-rom is not a very good one.
