What happens when you access the drive? Do you receive an error? Is the software compatible with 95?

If you get error messages and your disks seems to spin forever the problem could be the transfer mode. You need to change from "dma if available" to "PIO only," found on the controller that your drive is connected to in the device manager. I don't know what you mean by "reading properly," but I'll assume the cd itself has no physical damage and reads fine (under "normal" circumstances) and that it works with win95 (meaning you can install it and run it in win95) etc etc.
