CD Writer Not detected in BIOS/OS

Hi I am having trouble with my CD Writer the BIOS is not detecting it at all not on the primary or secondary IDE Channels but the thing is my CD Rom is being picked up on both thats the same as my hdd Ive tryied changing ide cables and nothing seems to work with the cd writer only it just doesnt detect and I know it works because it works in another computer I have the only thing the cd writer does is blink when the computer is turned on but does not detect in bios or OS I do not know what to do please HELP!!!!!!!!!!!!
