CD Rom/DVD drives not ready

I cannot use my CD ROM drive or my DVD drive in Windows. The Device Manager says they are there, their drivers are fine, there are no conflicts. They show up (as drives G: and H: - my hard drive is partitioned)in Explorer but when I try to access them the same message appears: "Drive G: is not accessible. The device is not ready".
They used to work fine and I suspect that I have ticked or unticked something and screwed it all up. But what?

Take a look here. You may need to roll back these files to an earlier version. Some programs and hardware modify these files. http://aspi.radified.com/

You 'might' have one bad drive that is keeping the other drive from working. Try disconnecting one drive at a time. If they both work when alone, move one of them to a different cable.

Make sure the cable is tight. A loose or bad cable may allow 98 to see the drive but not access it.
In addition to the ASPI site recommended by OtheHill, download and run 274370USA8.exe from here. It's an update for one of the files windows uses for cdrom access.
