Cd rom drive not detected

Well i took out my hard drive out of my compter and put it in a new one and installed windows 98 on it since my first comp cannot read the drive a:/ during bootup since it just bypasses it. So then i put that drive back into my comp(hard drive) and then i booted up and it worked but when i go to my computer my 2 cd rom drives are not there so i cant install my programs. how can i get them to come back.

Go into the device manager, and in the device properties for the IDE controller under the 'Settings' tab change the drop down list from 'Default' to Both IDE channels enabled', close out the device properties window and the device manager and reboot when prompted.
