my disk drive is completely gone. my computer will not read any cds. does anyone have any idea how i can get it back?

maybe in control panel in device manager or system in win 98 see if its listed
if it is, delete it and then reboot

yea it opens and closes lol and no one has been monkeying inside of it. i think i somehow accidentally deleted it i just dont know how and how to get it back

Start up the computer. Before the OS starts to load start tapping F8. A menu should come up. Choose 'command prompt only'. Then at the c:\> promp type scanreg/restore and enter. Choose a registry to restore with a date that precedes the problem. When it's done, reboot.
If all the registries are too new, you can run regedit from windows and delete the ENUM key in Hkey_Local_Machine. Then close regedit, shut down windows and reboot. When windows starts it will begin reinstalling all the drivers. You'll probably need driver disks for at least some of the hardware.

No, the ENUM key holds the hardware settings so when it's deleted windows has to set the hardware up again but your software doesn't change.
A scanreg/restore doesn't affect your software either, although if you installed any software after the date of the restored registry you should probably reinstall as there won't be any reference to it in the registry. (The software will be there but no reference to it will be in the registry)
Normally there's only 4 or 5 backup registries. Everyday when you first start windows a new backup is created and the oldest backup is deleted. That's why you may not have a necessary date available.
Unless files were deleted that related to windows being able to use the drives you're better off using scanreg/restore. This assumes there's no physical problem with the drives and they're properly configured in cmos/bios setup and jumpered and connected corrected--and you have an available registry to restore.
Deleting ENUM is kind of a strip-mine approach to the problem but should work too. As I mentioned you'll need at least some of the driver disks as well as your 98 cd when deleting ENUM.
