I hope you will excuse me when I say I really don't have any idea what you are talking about when you are referring to 'cascading proxy servers'.
However, I can tell you that when I copy and paste the line ----http://66.193.64.163:80/64.86.100.100:80/www.computing.net ---- into my address bar I am sent to this site: Symantec site
I don't know if this information will help you or not but you have been kind enough to help me on several occasions so I figure the least I can do is pass on this tid-bit of information.
