I just upgraded my Dell Latitude XPi (old) to Windows 98SE, so I could use a Belkin 802.11b cardbus card. When I plug it in windows says both slots are empty, even though I have installed the drivers and everything - It doesnt seem to recognise it at all. I tried the card in another laptop and it worked fine.
Any suggestions as to how I can make it work?

Check in the BIOS to make sure you have PNP enabled.
When all else fails, re-read the directions.

CardBus Cards are 32bit data width, your laptop does not support CardBus, it supports the older PCMCIA 16bit data width. Therefore you will have to try to locate a second-user 16bit card.
The problem with older cards is the throughput data speed is considerably less typically 2mbs send/receive, also I believe they conform to the 802.11 DSSS standard and though theoretically should be able to communicate with newer Wireless products no gaurantees.
You may be better off using a RJ45 to Wireless product such as:
