The windows 98 machine prints to a network printer through a tcp/ip port I set up using HP's TCP/IP port utility. The question is how can I capture LPT1 to that tcp/ip port so I can print from a DOS program?

Link LPT1 to a TCP/IP port. You are going to be extremely lucky to find someone who knows how to do that. I doubt if it's possible without writing a special driver.
