Can't run setup.exe's from CD ROM w/ WIN

I got fed up with WIN ME and decided to remove it and install WIN 98 SE. I was able to remove ME and install 98 succesfully, as well as all of my hardware devices from my CD ROM drive. However, I can't run any Setup.exe from the CD ROM. I get a "The SETUP.exe file is linked to missing missing export DSETUP.DLL:5" error. No idea whatsoever on what that means...
I was able to run Setup.exe's stored in another partition I did not format, and installation went smoothly. The CD ROM is working properly (according to the system properties menu) and I can browse CD's open files (audio, video, etc), but SETUP.EXE's just won't run.
