Can't reboot possibly registry problem

A friend got a hand me down PC and the people who had it prior to him had it set up to just get the log on screen when he tries to shut down. Is it a registry key that I need to check and change the value or something? He just needs to get it to shut down. Right now because he tries to shut down and get the logon screen he has to push the power button and when he boots up he will always get the scan disk.

This is a patch for shutdown problems at the microsoft website......

I'm not sure that has anything to do with your problem. Look in your start menu or C:/program files for some for programs that may be installed to do this on purpose.
I found a few when i was looking into your problem.

This one tells you how to chang the registery to stop people from shutting down your computer, but i don't see much about how to change it back , if that is what has been done to your computer.

if it is a hand me down pc, you should reinstall it anyway and get a clean OS on it.

I agree with mike, reinstall might be easier,if there is not a program that installed for the purpose stopping your computer from shutting down. Reformatting the whole thing would be your best bet,IF you have all your driver CD,s etc.

If you format and reinstall you will undoubtedly run into problems locating the drivers for that machine. Of course if you have all the system documentation and driver disks, ignore this comment.

ernie, why will they run into problems? if they install 98SE or higher, chances are Windows will load all the old HW drivers for them?

Mike, Ernie and I were both talking about reformatting as opposed to just reinstalling the drivers.Windows98se won't have most of the drivers he would need.
