Can't make 98 Bootdisk

When i go to control panel then add/remove i click create boot disk.It ask for my Windows 98 SE CD.It don't usually do this but now it is.Ive had this happen with Windows ME once.Why does eit do this it should copy the files from cabs by defalt

it is only necessary if you do so the first time. after that, in the folder c:\windows\command a new folder appears, called ebd. This folder contains the necessary files for future creating of bootdisks.

I tried it with the disk made it.Then tried to make another bootdisk for backup.It still ask for 98 CD.

You can get a very good W98 Boot Disk from here (842KB). After having downloaded it, insert a good & fresh formated diskette [Open My Computer, click_R on Floppy (A)>Format>Full ]in your A drive, run WIN98SE.exe to install the needed files. This W98 Boot Disk will assign R as drive letter for your CD-ROM, so you need to type at the A:\> prompt as bellow:
