Can't get crapy IBM Aptiva to boot

I'm trying to fix my dad's old computer to give to my sister who just moved out. When I turn it on, t'll go to the windows 98 loading screen and then it just sits there. I tried putting a windows XP installation disc in to install XP on it, but I can't get it to boot from te CD, and it won't let me get into bios to change the CD rom drive to the primary boot.
How do I get rid of the IBM Aptiva splash screen that it shows so I can get into bios? is there a jumper or something I can set/remove to get rid of it?

I think F1 will. Should be an option in bios to disable silent boot or whatever they call it.

alright, I got into bios, set the primary boot to CD, and put in the XP disc, and it's ignoring the disc and going strait into the 98 installation that doesn't work.
