Can't download anything!

Hi, I have Win95 running on a Pentium system..64mb ram and 4gig harddrive. I cannot download any programs or anything from the internet. I get an error saying that " internet explorer was not able to open this internet site. the requested site is either unavalible or cannot be found please try again later." I have tried going to completely different websites and downloading ...I have my security settings set to medium..I have restored the settings to their default settings..I was using IE 5.0 but I uninstalled it thinking that reinstalling 4.0 would correct the download problem, but I still can't download anything...I can access websites fine..Does anyone know why I can't download anything? Thanks!!!

Start yor IE 4.0 and go into your internet options. Check the advanced section for security settings. Browser should be set at medium security. You could just choose to restore defaults, and that me help.

As far as using one of the download programs..I can't because I am Unable to download anything...I can't even download updates from the Microsoft Windows update page. I have checked the security settings they are set to medium, and I have reset them to their default settings, and I have also removed any temporary internet files in both IE and in Windows.
