I am having the same problem another person had a few weeks ago...with 'www.citicards.com'. I have done all the cleaning/scanning/etc, and I disabled all the spyware and AV programs.
I am connected online via a home network (wireless). I have 3 computers connected through this router. I can connect with two of the computers, but not the main one.I have installed a new browser (Netscape) and still I cannot connect with Netscape either. I have had no problem with this site for years, but all of a sudden, 2 weeks ago, it shut down for me.
I checked the Host file in Windows and it is empty. I checked the Registry and did fined 'citicards.com' and it had a value of "2". I Tried to uninstall Norton System Works (2001) and I get a message that the computer cannot file the uninstall log.
I have followed the previos discussions and have not been able to connect yet.
Can you save me?

but you can connect to otter sites, right? In IE options, on the general tab, click on temp internet/settings. what is yours set to?

It was probably a typo but you said "Host" file rather than "Hosts" file.
I you are set to display all file extensions it should be the one that is simply named Hosts with no extension. Disregard Hosts.sam or anything similar if present.

You are correct...it should have been 'Hosts'. That file is empty.
I can connect to every other site/url, but the one in question 'www.citicards.com'.
I have the Win 98 SE OS on this computer, and when I go to the 'General' tab under 'Temporary Internet Settings'...I have the following:
'Automatically' is selected; Amount of Disk Space: '195 MB'...that is all there is under that tab.

All sounds fine to me, I've really no idea.
That registry entry with a Value of 2 means that it is a Trusted Site. If it had been 4 then it would have been a Restricted Site (probably set by SpywareBlaster, SpyBot Immunize, or something similar). Lovingly known as a "kill bit".
You could always export the entry then delete it - that way you can put it back again if you wish, by double clicking the .reg file. I rather doubt it will help though.

You should be able to the first time but, in a day or so if they change the content you may not be able to see the changes or not be able to see the page at all. This doesnt happen all of the time.

I tried to change the settings as recommended above and had no success.
I have found out the following: I cannot connect to www.("citicards', 'citibank', 'citigroup', 'citimortgage').com. I CAN connect to the following: 'citifinancial', citiprograms', citibank.co.in (India), citibank.jp (Japan) and citibank.tr (Turkey)

I thought I responded to this message, but I don't see it posted.
I tried 'citicards.com'...no luck.
https://www.citicards.com' is listed as a 'Trusted Site'
