I'm very aggravated... I really hope someone can help me out.
I own a Compaq, 600mhz pIII, 256 MB RAM that came with an "Intel 810e Chipset Graphics Card". Well, I'm a fairly avid gamer, so about 6 months ago I decided to purchase and install an NVIDIA GeForce2 MX400 64MB graphics card, which I'm beginning to regret. It makes Diablo II run slower and now my computer skips whenever I listen to music and perform simple operations such as scrolling down a webpage.
Anyways, long story short... since yesterday, seemingly out of nowhere... every time I try to change any video settings, resolution, color settings, etc. through my display properties, I get a message "The display control pannel is unable to change the display settings. Please check your display hardware in devide manager." Also, whenever I try to play a game, I can't because the game is unable to change the display mode... That's what bothers me the most, otherwise I'm stuck in 16bit color at 1280 x 1024 pixel resolution, which is what I prefer.
My driver is up to date... I went to the NVIDIA website and got the updated one a couple of months ago.
Um... I think that's about it, I'm running Windows 98 by the way.

I have the same video card and I feel the same way as you do. Sure wish I had my money back. I even took the first one back to Staples and they replaced it because the fan died after 4 months. But anyway, to use this card I have to go into Settings and set the Adapter to Adapter Default or I can't change any display settings. But believe me, from what I have read on this forum we are not the only unhappy GEForce 2 MX400 64MB owners. Warning to others !

Yea, the card is horrible...
My refresh rate is already set at adapter default, and the funny thing is, it won't let me change it even if I wanted to, lol. It says "windows was unable to change your adapter's refresh rate".
