Can't change system.ini - why?

I am trying to change my system.ini file from [vcache] ChunkSize=512
adding a line: MaxFileCache=300000
I add the line, save the file and restart the PC but when I look in system.ini again, the new line is not there. What should be done?
Are you making the change by running msconfig, using NEW and being sure the box for the line is checked? If so, are you exiting by clicking APPLY and OK ?
If the msconfig route isn't working, have you tried to edit the system.ini file in NOTEPAD?
