Can't change screen resolution

Comment:
i've always had my screen rez on 1200x1600 w/my 19" monitor...yesterday my system started up in 'safe mode' which it's done before. i'd let it load, then restart in normal mode. but this time when it's in normal mode, it's stuck in 640x480 rez...
when i attempt to change it to 1024 x 789 [the highest option it shows now for some reason] and the pop up box says i need to restart. i click OK but it goes to black screen saying "Windows is now restarting" w/blinking cursor. but it doesn't restart, even after more than half hour. I tried disconnecting the monitor and booted up/shut down, then reconnected and started up hoping Windows 'recognized a new hardware device.' that didn't work.
you should also run 'dxdiag' (start/run, then type in command 'dxdiag') and see if it indicate any problems.

Go to start menu (hold Ctrl key while booting, or if that doesn't work tap F8 while booting). Select one of the command prompts then power off and restart. It's a long shot but it might work.
This still leaves the problem unsolved whatever but #1 or #2 might fix that.
