Can't change Desktop Icons

In the past I could change Icons on my desktop by right-clicking the present icon and then going down to Properties and doing it there. Something has happened which does not allow that anymore. Now when I right-click and go to Properties, all I get is a general tab (as opposed to two tabs, one of which had a button that said Change Icon). It does not allow changing. What has happened? All I've done is download, install and delete Netscape 6.11 and reinstall Opera. I can't think of anything else that I could have done to end up like this.

That's the problem with some uninstalls. they sometimes share system DLL's. you may have inadvertently deleted one or more with Netscape. (shell32.dll?)
Don't know but maybe rather than searching it may be more prudent to reinstall win98 over top of the current copy rather than uninstalling.
