I decided to not finish an install of the XP operating system. Since I did that XP setup is the default boot. I want to have Windows 98 my default operating system. I would like to get rid of XP setup too.
After reading some suggestions and trying them I have found that when I go to control panel I do not have a startup tab to select. I've gone into system folder and right clicked on control panel. No startup tab anywhere. Plese help!

Not certain of how far you went with this "setup". Try restarting the computer, and when it's restarting hold/press the "F8" key on the keyboard. You should be prompted, to make a choice. One should be to stop/remove/end the xp setup from the computer.
The last part of your question/statement, don't quite follow what you were trying to do. Sorry If by chance, you were trying to find the/a "Startup" (Tab), for what ever reason. Go, Start, Run, Type; msconfig Then press Enter. That will give you the "System Configuration Utility". On this, you will have a "Startup" tab.
If the "F8" key doesn't give a choice you want, let us know. Might possible have to use a different key, or combination. e.g. Ctrl

You started an XP installation and cancelled/aborted it. Now you wish to revert to '98 only?
Boot with a '98 bootdisk and run the command:
sys c:
at the a: prompt, and then press Enter.
This will rewrite the mbr (master boot record) to the dos/'9x version, thus disabling the XP version. You will now boot only to '98 (again).
Then, via '98 Explorer, locate/delete the XP folder from the drive; also any folders/files that start with the $ symbol. These items are temp items created/used during XP setup. Normally deleted automatically upon completeion you have to do it manually this time.
Empty the recycle-bin and defrag the drive to tidy up the scene.
Job done.
As you were going for a dual-boot and had '98 installed as windows (?) it is likely that XP went in as winnt or something other than windows. (You cannot have to folders with exactly the same name in the same partition.) XP-Home "usually" goes in as windows if the partition to which is it is installed does not already contain a folder of that name; XP-Pro goes in as winnt - unless that folder name is already present in the intended partition.
