If it's CD-Rom support you need then you can get that from here,
wins95 with cd-rom support.

Start/settings/Control Panel/Add/Remove/Startup
Disk/Create Disk.
Or

ultimate bootdisk

www.startdisk.com/
www.fastlanecomputers.com/disk.html
MSWins98BootDisk with CD Suport
MSWins95 BootDisk with CD Suport

It may be the formatting of your floppy.
Format a floppy on your 486, then copy the 98 startup disk to the floppy, (maybe on another machine). I had the same trouble once, and this sorted it.
Good luck.

You have both boot disks. Copy the OAKCDROM.SYS file from the 98 disk to the
Windows 95 boot disk. On the 95 disk enter in the config.sys DEVICE=OAKCDROM.SYS /D:MSCD001. Then in the Autoexec.bat enter MSCDEX.EXE /D:MSCD001.
(This assumes the files are in the root of A: not in a directory on it.
