Can't boot machine

When I boot the PC the W98 banner comes up the screen gets black and the following message shows up: Inavlid VxD link call to device number 3, service B, your windows configuration is invalid. Run windows set up program. The machine shutsoff. The same thing happens in safe mode
You will likely need a boot disk to get into DOS for editing some files.

have you tried heaveir duty footwear to boot the PC ??
I believe you have a corrupted install, may be a good idea to undertake an over the top install, though please wait for other responses.

What happened between the last time it worked OK and the first time it didn't?
It you feel it's not due to installing/uninstalling software and it's only been going on a few days you might try restoring a previous registry. Start up the computer. Before the OS starts to load start tapping F8. A menu should come up. Choose 'command prompt only'. At the dos prompt type scanreg/restore and enter. Choose a registry to restore with a date prior to the problem.
