cannt get defrag to run

I tried every suggestion, ran in safe mode, closed programs, ran cfs, scandisk,in windows and dos, defrag works on "D" but will not defrag "C"
IBM E240.

Defrag won't run unless you have at least 15% free space on that partition. Try moving some files to a temporary folder on the other drive to make space. Or you could burn some of your personal file to disk.

"Every" suggestion did not include moving the swap file away from the drive you are having trouble with did it?

The reason D worked is because your swap file is on C. Do D and then move the swap file there in order to do C. And then get yourself lots of free space as already suggested. I try to run with at least 500 megs free on C and that's on top of a 300 meg minimum sized but no maximum sized swap file. 98 just loves(needs?) that free space.
