Cannot Run Scan Disk

I have Windows 98 second editon. When I attempt to run scan disk (either standard or thorough) the program shows that it checking for files and folder for a considerable amount of time and the task bar does not move. It will not let me cancel and the only way out is a 3 finger solute. When trying to reboot the system shows that it is busy or unstable. In addition, in the control panel the hard drive icon (which normally looks like a hard drive) resembles a file icon. It has an A and some lines indicating writing. Someone please help!

have tried closing all programs except explorer and systray before running scandisk just a thaught

Run scandisk from Dos. A 'thorough' test is probably advisable.

And turn off that lame "Align Programs so they load faster" in the options for defrag. It's made for MS programs, not the ones you use all the time and it'll slow defrag to a crawl.

DOS's Scandisk can sometimes do better. Invoke your Start-up menu (F8 or Ctl key during bootup), choose DOS prompt (NOT safe-mode DOS prompt), then type Scandisk /all
Summary: When i run scan disk it keeps comming up saying You have a program running in the back ground to speed it up exit it. Can not find it.Help please ...
