Cannot fresh load Windows 98..

Greetings, I am simply trying to load a Windows 98 OS onto this old NEC Pc. I Fdisk to Dos,deleted all Partition's, and created a new one , set to active, Formatted, and then attempt to load the Win98 Disk.It runs the Scandisk with no errors,then the "Message SU995035" Pops up.I guess the true problem I have is, I have utilized this same os disk on 8 other - like pc's with no problems. I grabbed another Win98 OS Disk, and even a Windows ME OS Disk, all with the same results.Is it the Disk, or the guy pushing the buttons/ Thanks -EZ

Also ,
you should be typing c: setup
not setup c:.......try this command c: setup\sys it will also copy your system files to hard drive so if you want to install a component down the line you wont need the set up disk
