I have uninstalled some programs and began receiving this message. Today I installed a HP all-in-one fax,scan... I found a message within this website indicating the errors for WIN INI come from scanners - UMAX. This I had and attempted to Uninstall just now. I re-booted my computer and expected the error "Cannot find ctl3d.dll Windows needs file to run C:\OPLIMIT\OCRAWARE.exe." not to appear. Low and behold it did appear and the UMA scanner still appears in my programs list and is also still listed in the Add/Remove Programs list. What do I need to do to make this go away!! THANKS

Is the error coming at a black screen with white writing during boot up? If so, you can edit the registry using find and delete any keys requesting this dll. More likely it is at the desktop, so run msconfig and uncheck the box that is loading ocraware.exe. If not there, try regedit and look in the run keys: HKLM/Software/Microsoft/Windows/CurrentVersion/Run and Run-, Run services. and delete any keys loading ocraware.exe.
