cannot fdisk

I want to clean my drive and install win98 but when I type fdisk, select delete primary partition I get the message cannot lock drive? How can I get around this so I can wipe out the mess and start fresh. Just reinstall the os just cant do it.

Boot from a floppy to run fdisk and format.

For some reason, windows don't like commands to distroy itself. Some sort of survival instinct ?

..or reboot,keep pressing f8 then start in dos(something like that),fdisk from there as windows has not loaded
