This is usually caused by one of two things. It is a system file or it is in use. If you really want to get rid of it then go to a DOS prompt and type "cd c:\recycled" then hit enter. Now type "attrib -s -h -r filename.xxx" and now try to delete it. If this doesn't allow it to be deleted then you will have to boot to a start up disk and delete it from outside of windows. Boot to the disk and at the prompt type "del c:\recycled". This will get rid of the entire recycled bin and all of its contents. Don't worry windows will rebuild the recycle bin upon restart.
