everytime I right click my desktop or try to open display in Control Panel, I get a Visual C ++ Runtime Error and it says something about c:\Windows\rundll32.exe Improper Program Termination When I click on Okay to close the error message..the screen looses all the icons and the task bar at the bottom i.e. Windows Explorer is shutting down for some reason so that all I am left with is the blue HP wall paper. What is causing this error message and creating this inability to change my display settings. ???? HELP. Thanks in advance for help

This probably isn't what you want to hear, but it sounds as if you need a fresh install of you os.
98 is a piece of crap, and I have found that problems like this usually stem from a failing operating system caused by who knows what. It's usually better to reinstall win again at this point, unless anyone can aid this problem for you.
If you can get a copy, XP is much more stable I have found, and doesn't have these little anoying problems that 9.x had. So long as you have a 300+ cpu, it will run MUCH faster also.

thanks for the suggestion has anyone else had a similar problem with inability to change display settings without getting an error message each time that closes Explorer and the task bar at the bottom when you click on the okay in the error message. ? hopefully I want have to reload Windows 98 to correct this ,,,if I dont need to. thanks again for helping in advance. That's the Microsoft support site, and type into the search field "run32dll.exe runtime errors"....you should get a list of "Q" numbers from the knowledge base to read. Hopefully one will be related to your problem.
