Cannot boot from CD-ROM on Sony Vaio

I just installed a new 10 gb hard drive for my Sony Vaio PCG-F540, and now I cannot get the CD-ROM to boot at all to install an OS. I've ran a windows 98 boot disk and it says it can't find MSCD001, which is the CD ROM, and i've ran a windows 2000 boot disk saying it can't find a cd rom either. This is a DVD/CD rom drive. when i try to boot to the hard drive, it just says "No Operating System Found" and there is no command prompt. I've ran mscdex.exe off of a floppy when booting up a boot disk and it says no driver MSCD001. How can i get this to work so i can put an OS on here?

Check and be sure that when you physically installed your new hard drive that you didn't accidently unplug your CD ROM. You may have pulled the data ribbon cable out very slightly, which is all it takes. Make sure the cable is pressed in all the way. Also, check your drive configuration. Make sure the proper "master/slave" settings are correct. If the CD is on the same cable as the hard drive, it should be set to "slave" and the hard drive set to "master".
You can go into your systems CMOS and see if the CD is showing there, if not, then the cableing is wrong.

Yeah it sees the hard drive in cmos. but that's it, and maybe the ribbon is loose i dunno
