Cannot access display properties

I have been encountering a message problem "The system administrator disabled the display control panel". In windows 2000, when I am login as local user or local administrator I can access display properties by clicking. But when I am login as domain user or domain administrator, I cannot access display properties and will get the message in quotes. Please do you know what might be causing this. Three out of five of my servers I also experience the same problem. Thank you.
