Cannot access desktop icons

Just did a system recovery on an old compaq system and now... cannot access destop icons by double clicking. cannot access desktop icons by right clicking and selecting "open". cannot access desktop icons by selecting them and pressing enter. cannot access anything through the start menu (except run, log off, shut down).
can access these things through the run command. can access things located in the system tray.
Any ideas on how to fix this would be greatly appreciated because I cannot figure it out.

alright theres a simple explination for this if you go inside that programs folder and go to the .exe file and right click and click on create desktop item than try it on that new icon i believe that should work i had the same problem with my windows 98

I'm sure that you can access the icons. They are right there on your desktop. It seems though that they do not work.
Since you have just done a system recovery, you have nothing to lose by running it again.
