cannot access control panel

every time i try to get into the control panel my computer locks up and i have to restart. i have run system file checker, norton system works, and i have also replaced the file and nothing has worked. i have an amd athlon 700, 128 mb, win 98, seagate 4.3 gig as master, quantum fireball lm 30 gig as slave. this has been happening since i installed the quantum drive.

I had the same problem long time ago. If you have recently installed a new driver or software, it probably has a bug in it and jammes the control panel. If so, try uninstalling.
