can not run setup files

I have a dell optiplex GX110. I recently tried to restored the pc. However now the computer can not run setup.exe files for the modem drivers. The hourglass acts like it is trying to run then the screen blinks and nothing happens. One time it did say tat the iexplore.exe file was missing, I did extract that from a win98 cd. I have also formatted the hardrive and ran a clean install of win98. None of this has helped. Any suggestions?

Did you recieve error messages while installing W98? Messages that says something like "Error " "Can't copy (some file) file" "Ignore - Abort - Retry"
Or maybe there was an error and it just didn't noticed you. (Because the W98 is so user-friendly it takes you for an idiot and doesn't notice you of errors.)
Unfortunately, the Internet Explorer Installation Program works online and to make it work offline you need this: -Being an expert at searching cache files. -A computer with a working connection and Windows 98 on it (no earlier or later version), and with a working CD Burner.
If you have all these things I can tell you how (Notice me) but I'm not even sure it will work.
If you don't have all these things you can try finding another W98 CD.

In device manager you might be able to double click on the modem that isn't installed. And choose the update driver option....And it may update from driver disk.
