Can not create a new user

I'm attempting to install a fax software package which requires me to be logged into Windows during the installation process. I've attempted to create a New User several time in the Control Panel - User option. Each time I attempt it, I get an error message telling me the user already exist, choose another name. I have now attempted the process with 4 wacky names, so I know they did not exist prior to me creating them. What am I doing wrong?

"which requires me to be logged into windows"... So when are you using windows without being logged in?????? Admittadly, the error is strange but i dont get how you arent logged in!

It's easy not to be "logged" in to Windows. Just by-pass the user dialog box during boot-up by hitting the escape button, rather than selecting a user and keying a password.
