You can do it on a regular drive. You have to format floppies to DMF (1.68MB format, there are shareware utilites online that do this) and copy the cab files. Go here to get info on what files are actually needed.

Go to these pages in that order, they list all files that are on the floppy disk installation kit.

Dont forget to make a boot floppy in REGULAR 1.44 MB format, which will include the driver (also available on the above website) so your PC can understand the 1.68 MB disks.)

Windows Setup includes DMF 1.68 Disk support. Once Disk 1 is run, setup can read DMF Disks.
Best and easiest DMF Formater & Copier is WinImage from www.winimage.com.

Windows 95b BACKUP disk Set
What you need is:
Access to a pc with a CD ROM
29 blank floppy disks…(good quality brand not cheap ones see note 4)
A copy of windows 95b CD
A copy of winimage v5.0 from http://www.winimage.com/or
A copy of MaxiDisk 4.2 from http://www.herne.com/(I use this one) they are shareware programs that will format a 1.44 floppy to 1.7 MB
ID Key:
Format the disks to 1.7
Copy win95 Folder from CD to Harddrive, if you don’t need AOL or CompuServe you can delete 4 files: ……
Setup25i (aol) 1.904kb
Setup32 (aol) 6.573kb
Cs3kit (CompuServe) 5.648kb
Wowkit 19.227kb (CompuServe) ……see note 5Now send to floppy CAD’s win_95 03 to win_95 28 (26disk’s).
Now send to one floppy file’s precopy1 and precopy2.
Now send the rest of the files on two floppies (29 floppy’s in all)
Don’t forget to label disks………
On the anther pc/laptop format Hard drive, (format c:/s) and at command prop C type:
C:\>md win95then type
C:\>cd win95then type
C:\win95> copy A:\ insert first floppy…see note 2
Press right arrow to repeat last line thentill all disk loaded then type
C:\win95> setupto load windows………see note 3 Notes
Error messages:
1: If you get an error sending files to floppy you will need to redo that disk again, but not on that disk use a new one. (Note 4)
2: If you get an error copying files from floppy to the Harddrive you will need to redo that disk again but on a new disk not the some one, and press yes to overwrite on reload to HD. (Note 4)
3: when you get the error message on setup [can’t read from a:\] just press cancel and setup will continue.
4: Some 1.44 floppies won’t format properly to 1.7 MB so get good quality brand
5:If you do need this you will need a file shredder
6: If a disk gets damage or corrupt at any time you only need to redo that one floppy, from any win95b CD ROMFile Shredder v 3.01 Freeware
