Can I delete rbbad.cab file?

Norton tells me I have the W32.Opaserv(win.ini) virus. But can't delete or quarantine the files. I have run the Opaserv tool a number of times and when I then scan it still says I'm infected.
The infected file seems to be C:\windows\sysbckup\rbbad.cab
Can I simply try manually deleting this file or is it somehow vital!

The rbbad.cab is normally a bad backup of the registry. You can delete it.

I'm 99% sure that it also produces one for the previous registry after you do scanreg /fix (sorta assumes the one you are fixing is dud).
So very pedantically there is just a chance that rbbad.cab was a good regisry if the fix didn't improve anything. I usually delete mine just the same....

I was not aware that scanreg/fix would do such. I am now though. I just ran it and sure enough rbbad.cab file was created.
Summary: Can someone tell me in layman's terms what a .dat file is? I'm concerned about all these monitoring files that applications, websites and ISPs place on one's PC. Hate to think that someone is spying...
