Win 3.1 doesn't set up an "install" directory. Most likely that was created by whoever installed win 3.1. They probably did so because it was easier that keeping track of the original floppies. I've done the same thing.
You can probably delete it but to make sure you should check your config.sys and autoexec.bat to see if any files are being called from that directory. You should also check the system.ini and win.ini files in the windows directory for the same reason.
Another thought, just rename that directory with the dos command "move". Reboot the computer and start windows and see if you get any missing file errors. If you do you can always rename the directory back to "install". You should also start any 3.1 software and check for error messages.
