Browser stalled?

Just wondering if anyone can explain to me what causes the browser window to stall when trying to open up a page? I'm using netscape 4.7 , is it the browser itself or the site?

Most likely it is the site.Does the same site open at different speeds at different times?If it does it is probably due to net congestion.If you are unsure try uninstalling and reinstalling the browser.
