Breaking Movie(.dat) into clips

Q: Is there any software which can break the .dat file ( movie files in VCDs) in to small pieces or to be more precise can make clips out of the whole movie by extracting some part of movie. Please tell the name of the software.

you can make .avi clips using snagit
it is 30 day trialware but works.
