is there a program available for download that would break up large files into smaller files for e-mailing, and then restore them? if so, where can it be downloaded?
Yes there are, but a better way is uploading the files to a (free) service like 'WhaleMail'. You can upload as much as 75mb and the files can be downloaded by anyone that you specify.
you can also use outlook express. I wont be able to tell you wher to use that option since i use french and the menu items aren't always easy to translate.

In Outlook and Outlook Express you go to Tools, Accounts. Highlight the account and choose Properties. Advanced tab, now you will see a section called Send. Check the box and set the size of the pieces. It will combine them upon arrival. You might also want to warn the reciever of why so many arriving e-mails. wcr3d
