Bootup, blankscreen with flashing underscore

How far does the boot process go? does it go through post tests.. detect hard drive..floppy..
give a little more detail to what stages it goes through before presenting you with a cursor

No noises, no previous screens no nothing, the computer turns on to a blank screen with a cursor...plain and simple...there is nothing to it, no sounds, no screens, no flashes, no lights, no words, just a black screen with a blinking underscore
That sort of thing happens when you lose a power supply on a hard drive. I have had that happen later in the boot when I had bad (or multiple) CDRW drivers.

I get past the BIOS ram and device checking and all seems fine to this point, then the blink underscore in top left corner never leaves.
I have tried resetting bios to safe mode, and also moving the jumpers to reset the bios.
I can't even boot to DOS from a floppy or Windows 95 from a CD.
I'm in the freezer!
