Boot from a win98 startup floppy and run:

scandisk c: /surface

It might be able to reassign the bad sector.

If I remember correctly (and I'm sure that someone will correct me if I'm wrong), you can install Win9x to a logical drive, but it will still boot from the C:\ (primary DOS) partition.

When installing Windows, it defaults to C:\Windows. Just change this to D:\Windows, and proceed as normal.

You could also set partition 2 as the active partiion. If you do then all the main files needed (i.e Autoexec.bat,msdos.sys) will be put on the 2nd partiton. If you leave partition 1 active, they all go on their regardless of where windows is stored. Correct me if i'm wrong tho, as i've never used a bad sectored HD in years now. Do this with the format command on the Win98 bootdisk or through the cd version of the boot disk, and then chose active partiton option.
